كلمة "تصعيدية" لعون الجمعة: تهديد بالاعتكاف ووعد بـ"إعادة الامانة للشعب"

تترقب الاوساط السياسية المؤتمر الصحافي المرتقب لرئيس "تكتل التغيير والاصلاح" النائب ميشال عون، والذي قد تكون لهجته "تصعيدية-تحذيرية" يتطرق خلاله الى مجمل المواضيع وأبرزها ملف التعيينات العسكرية والامنية.
واذ أفادت معلومات صحيفة "الاخبار"، الخميس، ان مؤتمر عون، الذي سيعقده ظهر الجمعة، سيحدد "ملامح المرحلة المقبلة"، أشارت الى انه سيحوي على اكثر من دلالة بالغة الاهمية.
ولفتت الى ان عون سيطالب في الخوض في آلية مختلفة لملف رئاسة الجمهورية اذ ان انتخاب رئيس في مجلس النواب "اصبح وراءنا". حيث انه قد يعلن انه سيعود الى "صاحب السيادة ومصدر السلطات، اي الشعب".
كما انه سيشدد على "التمسك بحقوق المكوّن المسيحي في الحكم والمشاركة الفعلية، في ظل حكومة الرئيس تمام سلام".
يُذكر ان عون كان قد أعلن في حزيران الفائت عن مبادرة وصفها بـ"الانقاذية"، من اجل انهاء مرحلة الشغور في سدة الرئاسة الاولى، وذلك من خلال إجراء تعديل دستوري "محدود" يهدف لجعل انتخاب الرئيس الماروني مباشرة من الشعب بحيث يُختار الرئيس من قبل الشعب مباشرة وان تختار كل طائفة نوابها.
الى ذلك، أشارت "الاخبار" الى ان عون سيؤكد في المؤتمر على ان الحكومة "غير قادرة على ملء الشغور والتعيين يقتضي التعامل معها على انها حكومة تصريف اعمال". وسيحمّل "وزر تصريف الاعمال الافرقاء المشاركون فيها جميعهم بلا استثناء، لا تكتل التغيير والاصلاح وحده".
واعتبرت معلومات الصحيفة ان في ذلك اشارة الى "اخفاق الحكومة في تعيين قائد جديد للجيش، كما في سائر التعيينات العسكرية والامنية".
من هنا، رأت المعلومات ان عون قد يلجأ الى "الاعتكاف" كأول مرحلة اثر مؤتمره على ان يكون خيار الاستقالة مطروحاً في وقت لاحق.
ولفتت الى ان هذا يعني "تعطيل جلسات الحكومة وقراراتها نهائياً في غياب وزيري التيار الوطني الحر وحلفائه الآخرين، وأخصّهم حزب الله".
من جهتها، لفتت مصادر قيادية في "التيار الوطني الحر" عبر صحيفة "الحياة" الى ان عون "سيصعّد موقفه المعترض على خيار التمديد للقيادات العسكرية التي تنتهي مدة خدمتها القانونية، والرافض لتأجيل تسريح هذه القيادات".
وأضافت انه سينتظر "رد فعل القوى السياسية على موقفه ليبني على الشيء مقتضاه، لجهة اتخاذ القرار في الخطوات العملية التي سيلجأ إليها في حال عدم التجاوب معه".
الا انها اشارت الى ان "عون لن يعلن عن هذه الخطوات في مؤتمره، بل سيحذر مرة أخرى من خرق القوانين التي توجب تعيين بدلاء أصيلين من القادة العسكريين بانتهاء خدمتهم".
يُذكر ان عون كان قد هدّد بالاستقالة من الحكومة في حال الاستمرار بـ"تجاهل" وجهات نظره في ملف التمديد للقادة الامنيين. ويخشى التكتل من أن يطال التمديد قائد الجيش العماد قهوجي الذي تنتهي ولايته في 23 أيلول 2015، وسط معلومات عن رغبة عون في تولي صهره قائد فوج المغوير في الجيش اللبناني العميد شامل روكز قيادة الجيش.
كما يرفض التمديد ايضاً لولاية المدير العام لقوى الأمن الداخلي اللواء إبراهيم بصبوص التي تنتهي في حزيران المقبل، بعد ان كان قد عيّن في آذار 2014.
ومن الجدير بالذكر ان السلك العسكري، تأثر بالفراغ الرئاسي المستمر منذ ايار 2014، لرفض الرئيس السابق ميشال سليمان تمديد ولايته وفشل النواب في التوافق على رئيس جديد.

(1). In the spirit of the ongoing talks between the LF and the FPM, personally I will limit myself to voicing my opinion only over Aoun and his position. On paper yes, maybe Qahwaji, Roukos and Babous will reach the end of their mandates respectively, but on the ground this is definitely not the time to create a crisis over it, as if we didn't have enough on our plates already! These 3 generals, had it been that their work on the ground was of the average type, or in better times, then yes, the argument could be brought up, but in light of the extremely delicate and crucial role they're all playing in the fight against terrorism coming from IS and all the other Islamist radical groups, plus having to secure the country from criminality, plus also having to keep a close thumb over Hezbollah's sheer madness, weapons delivery, plus having to keep the country glued together, Aoun must not attempt to push the matter any further as Lebanon is right now at an alarmingly difficult period.

(2). Aoun must understand that he is root cause together with Hezbollah for the delay and abeyance of electing a new president, now a year behind schedule. The constitutional void at the nation's highest post is lending Lebanon to the wildest negative interpretations amongst which is the moribund economy getting worse by the day. Masalan, what to do with the Syrians who are taking the jobs and occupations of the Lebanese, must they be left to continue like this and unchecked? The government has many issues piling atop each other and the situation must not be allowed to go on forever without solutions, so the first thing is to elect a new president during this May and no further. Once the nation begins to feel more stable security wise and economically, then one by one all the issues will be solved. If Aoun cannot comprehend this simple fact, then let his cabinet members resign and let's have a transitional cabinet since it is not doing that much either.
