تقرير أميركي يظهر "تورط مؤسسات الدولة" في انتهاك حقوق الانسان بلبنان

أظهر تقرير سنوي صادر عن وزارة الخارجية الاميركية عن حقوق الانسان في لبنان عام 2014 مرة أخرى "تورط" مؤسسات الدولة اللبنانية في انتهاك حقوق اساسية للمواطنين اللبنانيين، بما في ذلك ممارسة التعذيب في مراكز الاعتقال والاستجواب والسجون، وترهيب الاعلاميين، وانتهاك حقوق اللاجئين السوريين والفلسطينيين.
وتبين في التقرير الذي نقلته صحيفة "النهار" الجمعة أن مؤسسات الدولة "تمتنع عن تحدي القوى غير الحكومية مثل حزب الله والتنظيمات الفلسطينية التي تسيطر على اراضٍ لبنانية وتمارس فوقها سلطاتها الخاصة بما في ذلك اقامة مراكز اعتقال وترهيب المنظمات غير الحكومية".
ولاحظ التقرير ان النزاع السوري أدى "الى تعميق الاستقطابات السياسية، وشل العديد من مؤسسات الدولة، وأوجد أزمة لاجئين انسانية ضخمة، وتسبب باضعاف الاقتصاد، وتأجيج التوترات المذهبية، وأضعف الامن القومي".
وأضاف ان العنف الناتج من النزاع السوري تسبب بحوادث قتل في أنحاء البلاد وخصوصاً في طرابلس والضاحية الجنوبية لبيروت، على أيدي تنظيمات خارج سيطرة الدولة وتنظيمات ارهابية وعصابات.
وتطرق التقرير الى ممارسات التعذيب التي تجري "في بعض مراكز الشرطة، وفي منشآت الاعتقال التابعة لوزارة الدفاع، وفي فرع المعلومات التابع لقوى الامن الداخلي". ورسم صورة قاتمة لاوضاع السجناء، مشيراً الى ان ظروف السجناء في سجن رومية "تعرض حياتهم للخطر".
وتحدث التقرير عن وجود اكثر من 6 آلاف سجين في سجون بنيت لتستوعب 3500 سجين. وعلى سبيل المثال فإن سجن رومية بني لاستيعاب 1500 سجين، لكنه يضم الآن أكثر من 2700 سجين.
يشار اىل ان لبنان يعاني منذ تأزم الوضع في سوريا من اضطرابات أمنية وسياسية واقتصادية تتفاقم يوميا. فوضع الحدود اللبنانية-السورية متزعزع مع تدخل حزب الله بالقتال الى جانب النظام السوري ، يضاف اليها المعارك التي تدور بينه وبين مجموعات مسلحة على الحدود.
وشهدت هذه الحدود تسللا لمسلحين عبر عرسال نظرا لعدم وجود معابر شرعية. وفي آب العام الفائت اندلعت اشتباكات دامية في عرسال بين الجيش الذي ينتشر بكثافة في البلدة ومجموعات متطرفة.
أما اقتصاديا واجتماعيا فالوضع من سيء الى أسوء مع الاعداد الهائلة للنازحين السوريين الذين يتدفقون الى لبنان وعدم قدرة هذا البلد الصغير على استيعابهم، وسط عدم وجود قوانين تنظم وتحد من انعاكاسات المسألة.
ويخيم على لبنان فراغ رئاسي منذ 25 أيار الفائت، وطال هذا الشلل المجلس النيابي المعلقة جلساته وكذلك الحكومة المتوقفة عن الانعقاد.
ومؤخرا ظهرت أشرطة التعذيب في سجن رومية لتسلط الوضع أكثر على مشاكل السجون في لبنان التي تشهد أعمال شغب بين فترة وأخرى.

You see Ebola as a "resistance" and honorable fighters. But, You have no idea how we see Ebola. More than half of the population see you as a destroyer of Lebanon. The US may need to do some soul searching especially lately in view of the many racist and sectarian crimes committed by its police and other state security agencies. Quite normally, we Lebanese are far from perfect, but this coming from the US must be taken with a pinch of salt, or maybe a little more than a pinch.
