جلسة "منتجة" للحكومة رغم غياب "التغيير والاصلاح" و"حزب الله" وقرار بتسليم ملف النفايات الى البلديات

لم تكن جلسة مجلس الوزراء هذه المرة كما سابقاتها رغم عدم مشاركة وزراء التيار "الوطني الحر" وحزب الله فيها، إذ خرجت الحكومة بسلة قرارات أبرزها تسليم ملف النفايات الى البلديات.
وبعد انتهاء الجلسة التي وصفت بـ"المنتجة"، خرج وزير الاعلام رمزي جريج ببيان تلا فيه المقررات. ونقل عن رئيس الحكومة تمام سلام تأكيده ضرورة انتخاب رئيس جديد للجمهورية "لان استمرار الشغور يلحق ضررا بالبلاد".
وتوقف سلام خلال الجلسة عند غياب عدد من الوزراء وشدد على ضرورة التواصل من اجل مشاركة الجميع في الجلسات.
وحول أزمة النفايات، أكد سلام انها "ازمة وطنية شاملة"، لافتا الى ام "هناك افكارا جديدة يتم تداولها منها افساح المجال للبلديات واتحاداتها المشاركة في المعالجة وتحمل حسب رغباتها مسؤولية معالجة الملف".
وقال سلام "هذه الفكرة تتماشى مع مطالب الجميع في المجتمع المدني رغم ان التجارب مع البلديات لم تكن ناجحة".
وفي جلسة الثلاثاء تقرر عدم الوافقة على نتائج المناقصات لارتفاع اسعارها وتم تكليف اللجنة الوزارية تقديم الاقتراحات البديلة.
عليه، قررت الحكومة الخميس تكليف وزارة الداخلية الطلب الى البلديات الاستعداد لتحمل المسؤولية كل في ناطقه ومواصلة المساعي لايجاد المطمر.
كما تقرر في الجلسة اقرار البند المتعلق بالرواتب وسندات اليوروبوند.
هذا و أكدت "الحكومة حرصه على حرية التعبير عبر التظاهر ورفض الاعتداءات التي قام بها المندسون والتي استهدفت قوى الامن ومحيط السراي والاملاك العامة والخاصة".
يشار الى أن عدم مشاركة التكتل في الجلسة جاءت بعد اتصال من وزير الخارجية جبران باسيل برئيس الحكومة لابلاغه في الامر.
وكان وزير الزراعة حسين الحاج حسن قال أن وزيري الحزب لن يحضراجلسة الحكومة اليوم تضامنا مع وزراء "التغيير والإصلاح".
ومن مقاطعي الجلسة أيضا وزراء تيار "المرده" وحزب "الطاشناق".
وقبل انقاد الجلسة، صرح وزير العدل أشرف ريفي قائلا " كنا في مقاطعة القرارات في الداخل فأصبحنا في مقاطعة الجلسات".
وأضاف "سأقدم مشروع منح منطقة البقاع الشمالي 37 مليون ونصف المليون دولار".
أما وزير الصحة وائل أبو فاعور، فأسف "أن يكونوا غائبين وليس منا من يريد أن يتصرف على قاعدة غياب مكونات أساسية من الحكومة، وسنترك المجال أمام الاتصالات السياسية".
ورأى وزير الداخلية نهاد المشنوق أن "مقاطعة الجلسة موقف تصعيدي".
وتعليقا على مقاطعة الجلسة أيضا، سأل وزير الاقتصاد آلان حكيم "نحن موافقون على آلية الاجماع فلماذا المقاطعة؟
من جهته، أمل وزير البيئة محمد المشنوق "بجلسة منتجة تتخذ قرارات تساعد البلديات بمهامها في ملف النفايات"، لا سيما بعد إلغاء المناقصات التي كان قد اعلن عنها في بيروت وباقي المناطق لارتفاع أسعارها.
وشدد على ضرورة البت في موضوع النفايات، مضيفا "إذا لم تحل المشكلة اليوم فسوف نغادر الجلسة".
وأكد وزير الاعلام رمزي جريج أن "النصاب متوفر وإن شاء الله نستطيع العمل على القضايا الملحة".
وكان وزير العمل سجعان قزي قال قبيل انعقاد الجلسة" نريد حلا لموضوع النفايات وإلا سيكون لنا موقف"، معتبرا انه "إذا كانت الحكومة لا تستطيع ايجاد مطمر للنفايات فلتطمر نفسها".
وعن عمال سوكلين قال "المناقصات تتضن شروطا بأن الشركات الجديدة ملزمة بأخذ جميع الموظفين اللبنانيين لدى سوكلين"، مؤكدا أن "كل شيء يحصل بالحوار والحوار يحصل كل يوم".
يشار الى أن سيناريو عدم مشاركة وزراء التكتل وحزب الله في جلسة الخميس تكرر الثلاثاء لكن بطريقة مختلفة، حيث حضر وزراؤهم الجلسة الطارئة التي انعقدت وانسحبوا منها احتجاجا على تواقيع المراسيم.
ويعتبر التيار "الوطني الحر" ان توقيع المراسيم من صلاحيات رئيس الجمهورية فقط وعدم موافقة الـ 24 وزيرا على توقيعها يعتبر انتهاكا لصلاحيات الرئيس من قبل رئيس الحكومة.
أما على الأرض، فما زالت التظاهرات المنددة بالحكومة والوزراء مستمرة، وسط دعوات للنزول الى الشارع الذي يغض بالمتظارين من مختلف التوجهات والجميعات والحملات، في ظل مطالبات حثيثة باستقالة كل من وزير الداخلية والبيئة بعد الصدامات التي حصلت مع قوى الامن والاعنقالات التي حصلت على ضوءها، والفشل في حل مسالة النفايات حتى الان.
والسبت ستكون ساحة الشهداء على موعد مع تظاهرة حاشدة دعت اليها مجموعة "كلعت ريحتكك"، فيما يستعد مناصرو "الوطني الحر" للتظاهر ايضا في وجه الحكومة.

There's something truly unrealistic about these two sides, M8 and M14, they are still at it when the nation is now taking to the streets to remove them, ceremoniously or unceremoniously, either way it will come. Shave clean, put a big wooden cross on your neck, please no hair gel for God's sake, try your hand at a bit of French if you can, join the demo trying to look like a Christian from Ashrafieh and try to speak to the Shiites coming to the demo, then brace yourself for the biggest jolt in your life over the realities on the ground, not everyone is a Yellow sheep like you, fortunately. اعلن أمين عام “التيار الوطني الحرّ” ايلي خوري فوز وزير الخارجية جبران باسيل برئاسة “التيار” والوزير السابق نقولا صحناوي نائباً للشؤون السياسية ورومل صابر نائباً للشؤون الداخلية بالتزكية.
ورغم تقديم ترشيح لائحة ثانية ضمّت زياد البايع مع نائبيه ايلي معلوف وفارس لويس، إلا انها لم تستوف شروط النظام الداخلي حسب ما أعلنت الأمانة العامة لـ”التيار الوطني الحر”، لتفوز لائحة باسيل بالتزكية.
