الاشتراكي و8 آذار يتفقان على رفض التفاوض مع خاطفي عسكريي عرسال

يتفق فريق 8 آذار ورئيس "الحزب التقدمي الاشتراكي" النائب وليد جنبلاط على رفض أي مقايضة ما بين عسكريي عرسال المحتجزين والموقوفين الاسلاميين في سجن رومية المركزي.
فقد أفادت صحيفة "السفير"، الاربعاء، ان الطرفين سينطلقان "في النقاش من سقف نهائي غير قابل للمساومة، وهو رفض أي تبادل بين المخطوفين وموقوفين إسلاميين في سجن رومية".
وشددت مصادر واسعة الاطلاع في 8 آذار عبر الصحيفة ان "المقايضة غير واردة بتاتاً، قياساً على مخاطرها الكثيرة، وبالتالي ليس هناك أي استعداد للموافقة عليها".
واعتبرت ان "ما يمكن القبول به هو تسريع المحاكمات".
ومطلع الشهر الجاري وفي معارك عنيفة مع الجيش اللبناني في بلدة عرسال قام المسلحون بأسر أكثر من 35 عنصراً من الجيش وقوى الأمن. واعلن قائد الجيش العماد جان قهوجي ان عدد عناصر الجيش المفقودين "يبلغ 20، ومن الاحتمال أن يكون بعضهم قد استشهد".
الى ذلك، نقلت "السفير" عن مصدر عسكري قوله ان "الجيش عند قراره، أنه ليس له علاقة بالتفاوض".
كما أبدى مرجع رسمي عبر الصحيفة عينها قلقه من "حالة الاحتقان التي ترافق التعاطي مع هذه القضية". مشيراً الى أن "البعض يحمل أطرافا في الداخل المسؤولية عن خطف العسكريين أكثر مما يحمّلها لجبهة النصرة وداعش".
وفي سياق المحاكمات، أوضحت اوساط قضائية عبر "السفير"، ان "إطلاق سراح موقوفين محكوم عليهم يحتاج الى أحد عفوين: إما عفو عام يصدر عن مجلس النواب، واما عفو خاص يصدر عن رئيس الجمهورية".
ولفتت الى ان الاحتمال الاول "غير ممكن أصلا لأن المجلس مقفل"، اما عن الاحتمال الثاني و"نظرا الى الشغور، فإن الحكومة مجتمعة هي التي يمكن ان تعلن عن هذا العفو، وهذا يعني ان اعتراض وزير واحد عليه كفيل بإسقاطه".
ووقعت بين ايار وايلول 2007 معارك دامية بين حركة فتح الاسلام التي كانت تتحصن في مخيم نهر البارد والجيش اللبناني تسببت بمقتل 400 شخص بينهم 168 عسكريا. وتحصل بين الحين والآخر حركات تمرد في السجون التي تعاني من الاكتظاظ ومن نقص في التجهيزات والعديد لحراستها.
وتتركز المطالب اجمالا على خفض العقوبات وتحسين ظروف الحياة والتعامل مع المساجين وتسريع المحاكمات، اذ يوجد الكثير من الموقوفين في السجن الذين ينتظرون سنوات قبل ان تبدأ محاكمتهم.
وقد تم الإفراج في حزيران 2012 عن تسعة إسلاميين من سجن رومية، ودفع رئيس الحكومة السابق نجيب ميقاتي كفالة خمسمائة ألف ليرة لبنانية عن كل موقوف.
