تقرير دولي يحمل دمشق مسؤولية هجومين كيميائيين والجهاديين هجوم بغاز الخردل

خلص تحقيق اجرته الامم المتحدة واطلعت عليه وكالة فرانس برس الاربعاء ان الجيش السوري نفذ هجومين كيميائيين على الأقل في سوريا بينما استخدم تنظيم الدولة الإسلامية غاز الخردل.
وافاد المحققون في التقرير أن مروحيات عسكرية السورية ألقت غاز الكلور على بلدتين في محافظة إدلب شمال غرب سوريا، هما تلمنس في 21 نيسان 2014 وسرمين في 16 اذار 2015.
واضاف التقرير ان تنظيم الدولة الاسلامية استخدم من جهته غاز الخردل في مارع بمحافظة حلب شمال سوريا في 21 آب 2015.
وهذا التقرير المؤلف من 95 صفحة بما فيها ملاحق تقنية، هو ثمرة تحقيق استمر عاما وأحيل الاربعاء الى مجلس الأمن الدولي الذي سيناقشه في 30 آب.
وكانت الامم المتحدة ومنظمة حظر الاسلحة الكيميائية شكلتا في آب 2015 فريق "آلية التحقيق المشتركة" الذي يضم 24 محققا، اثر هجمات بالكلور استهدفت ثلاث قرى سورية وادت الى مقتل 13 شخصا.
واكدت تقارير سابقة للأمم المتحدة ومنظمة حظر الأسلحة الكيميائية استخدام اسلحة كيميائية في الحرب بسوريا، من دون ان تحدد المسؤولين بشكل واضح.
وفي المجموع، نظر المحققون في تسعة هجمات يشتبه بانها تضمنت اسلحة كيميائية بين عامي 2014 و2015.
لكن في ستة من هذه الهجمات التسعة التي نسبها الغربيون الى نظام الرئيس السوري بشار الاسد، لم يتمكن المحققون من جمع "معلومات كافية" حولها، او ان المعلومات التي حصلوا عليها كانت متناقضة.
وهدد مجلس الامن بفرض عقوبات ما ان يتم تحديد المسؤولين عن تلك الهجمات بشكل قاطع.
وطالب البيت الابيض فور اعلان نتائج التحقيق الاربعاء بـ"محاسبة" المسؤولين، وقال المتحدث باسم مجلس الامن القومي نيد برايس انه "بات الان مستحيلا انكار ان النظام السوري استخدم غاز الكلور مرارا كسلاح ضد شعبه".
واضاف "سنعمل مع شركائنا الدوليين من اجل محاسبته، ولا سيما امام مجلس الامن الدولي".
- تحمل مسؤولياته -وفي تلمنس، خلص المحققون الى ان طائرة هليكوبتر تابعة للقوات السورية ألقت قنبلة نشرت "مادة سامة" يرجح انها غاز الكلور في برميل متفجر، مشيرين الى ان هذا الهجوم طاول "عددا كبيرا" من المدنيين.
وتكرر السيناريو نفسه في 16 اذار 2105 في سرمين حيث قتل ستة اشخاص داخل منزلهم.
وحول ما حصل في 21 اب 2015 في مارع قال المحققون ان "هناك ما يكفي من المعلومات المتوافرة للاستنتاج بان تنظيم الدولة الاسلامية كان الطرف الوحيد القادر على استخدام غاز الخردل والذي كانت ليها الدوافع لفعل ذلك".
ودعا نائب السفير الفرنسي لدى الامم المتحدة ألكسي لاميك مجلس الامن الى "تحمل مسؤولياته"، في اشارة الى فرض عقوبات على المسؤولين عن الهجمات الكيميائية او احالة الملف الى المحكمة الجنائية الدولية.
كما دعا نظيره البريطاني بيتر ويلسون الى "محاسبة" المسؤولين عن الهجمات.
لكن روسيا والصين اللتين توفران الحماية لنظام الأسد، لا تزالان قادرتين على استخدام حق النقض (الفيتو) لاعتراض اي خطوة في مجلس الامن، على غرار ما فعلتا مرارا منذ بداية النزاع السوري في اذار 2011.
وان كانت باريس ولندن وواشنطن توجه اصابع الاتهام الى النظام السوري، فان دمشق نفت على الدوام ان تكون استخدمت اسلحة كيميائية.
وتؤكد موسكو حتى الان عدم وجود اي ادلة قاطعة تدين حليفها، متهمة في المقابل المعارضة المسلحة بشن هجمات كيميائية.
وصدر التقرير بعد ثلاث سنوات على هجوم كيميائي اوقع مئات القتلى في ريف دمشق الشرقي في 21 اب 2013.
وعلى اثر هذه المجزرة، انضمت سوريا الى اتفاقية حظر الاسلحة الكيميائية ووافقت على خطة لتفكيك مخزونها من غازي الخردل والسارين.
وفي كانون الثاني الماضي اعلنت منظمة حظر الاسلحة الكيميائية تدمير الترسانة السورية. لكن غاز الكلور الذي يستخدم في القطاع الصناعي، غير مدرج بصفته سلاحا كيميائيا واشارت المنظمة الى تناقضات في القائمة التي اعدتها الحكومة السورية بترسانتها.

I remember those instances, the Syrian army at the time said they had hit terrorist workshops preping chlorine canisters, has this been investigated and disproven? Doesnt seem so from the report here.
I dont really care how the takfiris rats are killed, bullets, hammer, or baygon, as long as they're taken out with minimal colateral victims, but it simply doesnt make sense for the SAA to use chems, with all the stigma around it. why would they get rid of their entire chemical weapons arsenal to avoid giving world powers a pretext to gang up on them, only to risk it all again a few months later in two unimportant instances? What's the motive here?
