This can go hand in hand with banning of all militias in Lebanon (2) strengthing of the investigative arm of the police to better control crime coupled with an independent ombudsman to oversea any violations (3) the streamlining of the multitude of security and intelligence agencies we have in Lebanon (4) reforming the judicary by simultaneously making them more accountable but also independent of the political authority (5) ban foreign money in politics and the list goes on .... The first two are the most important items as nothing can happen without them.

3) streamlining? the US has over 18 security agencies and more military branches, we have the army, the ISF and the general security, with each their area of expertise. and streamlining often means trimming down manpower, which is already in direct contradiction with your points 1) and 2)

5) your points 1) and 2) require big funds, where do you expect to get them if not through foreign aid (whether saudi, american, french, british or iranian)?
