I doubt this. Whoever believes this blindly should is not fit to follow politics. This report is based on Western intelligence, whom we all know dislike the trio of Iran, Assad and Hezbollah. Hezbollah's weapons are designed for long-range, guerilla warfare. They are useless for what Assad's military operations.
