Berri Says Lebanon Salvation Lies in Establishing 'Civil State'
Parliament Speaker Nabih Berri stressed Monday that Lebanon’s salvation lies in the establishment of a “civil state.”
“There will be no solution nor salvation for Lebanon unless everyone shows the courage to seek a civil state. Lebanon’s salvation hinges on carrying out this constitutional surgery,” Berri said in a chat with reporters.
“If that is to be based on two main rules: preserving the constitution and the rights of religions and sects, then what is preventing us from making this move?” he asked.
Noting that “it would be wrong for someone to think that this is not the right time for such a proposal,” Berri said such a move “should have been made 20 years ago.”
“It is not a secret that the issue of the civil state had been raised around the dialogue table and that it enjoyed the approval of all parties, but back then a two-day period was given before two dialogue parties withdrew their approval for reasons unknown to me,” the Speaker recalled.
“All of this is in line with the constitution, especially Article 22, which stipulates the election of a national (nonsectarian) parliament and a senate representing all religious communities whose jurisdiction would be limited to critical issues,” Berri went on to say.

Lebanon is a dictatorship with a figurehead government. Hezbollah, the dictator, controls the military. Unless the dictator abdicates or is overthrown the government won't change. That's how dictatorships work.

Is it ignorance or greed? do they have good intention but they are ignorant that they make wrong decisions? or they are greedy and evil? It seems both they are evil and ignorant. And not only the ones who are in the government, but also the others feudal warlords pretending in the opposition , the opportunists waiting for the favourable moment to step in and continue the corruption practice

Beri is the biggest imposter having none of the of Mousa Sadr. Whereas Sadr build up his community in cooperation with others, Beri with Hizb destroy other community to conquer. Iran radicals had to destroy and prosecute Iranian intellectuals and professionals to suppress the green revolution. The key for democracy is disarming Hizbollah and liberating the Shia. Disarming will be much easier than expelling the Syrian occupation force after Hariri assassination by Assad/Iran/Hizb agents. First, Thawra has to be reborn with clear objectives based on the correlation between Hizb arms and Lebanon misery, economic bankruptcy, lack of democracy and eroded sovereignty. Hizbollah and Natanyahu are two sides of the same coin depending on each other for survival. Next election is properly managed will change everything as in 2005 but never with current politicians.
