فرنسا تسلم لبنان الدفعة الاولى من الاسلحة "لتعزيز قدرات الجيش"

بعد ان وصل وزير الدفاع الفرنسي جان ايف لودريان الى لبنان الاحد، اشرف صباح الاثنين على تسليم لبنان الدفعة الاولى من الاسلحة الفرنسية ضمن الهبة السعودية البالغة ثلاثة مليارات دولار، وذلك في احتفال اقيم في قاعدة بيروت الجوية في مطار رفيق الحريري الدولي.
وحضر الاحتفال، نائب رئيس الحكومة/ وزير الدفاع الوطني سمير مقبل وقائد الجيش العماد جان قهوجي، فضلاً عن السفير السعودي علي عواض عسيري وحشد من الضباط والشخصيات الديبلوماسية.
واوضح لودريان ان هذه المساعدة تهدف الى "تعزيز قدرات الجيش في مواجهة التنظيمات الارهابية".
وشدد على تمسك فرنسا باستقرار لبنان معتبراً ان هذه المساعدة هي "للتأكيد على العلاقة الاخوية بين البلدين في هذه االمنطقة التي تعمها الفوضى".
واذ اعتبر ان "لبنان يتعرض من قبل التنظيمات الارهابية الى ضغوط لا مثيل لها والجيش دفع ثمناً باهظاً لها"، شدد على ان بلاده لا تريد للبنان ان يشعر بالمزيد من الاسى، لا سيما كونه "بلداً عرف معنى الحرب".
كذلك، اشاد المسؤول الفرنسي بدور الجيش موضحاً انه " لا يكتفي فقط بالدفاع عن لبنان امام عدو ارهابي انما يضمن ايضاً لحمة المجتمع اللبناني".
وبعد ان شرح ان هدفي المشروع هما " التحديث والهيكلة من اجل الدخول في عصر جديد لقيادة العمليات"، اعلن وزير الدفاع الفرنسي ان فرنسا ستنشر 60 ضابطا في لبنان لتدريب الجيش
وفي السياق عينه، شدد لودريان من مطار بيروت على متابعةمراحل تسليم الجيش، قائلاً: " فرنسا سترافق هذا المشروع طوال 10 سنوات".
كما كشف ايضاً ان الدفعة الثانية من المساعدات "ستصل خلال شهر الى بيروت " لافتاً الى ان "الدفعات ستستمر خلال 48 شهراً".
وتشمل صفقة السلاح الفرنسية للجيش اللبناني 250 آلية عسكرية وسبع مروحيات من نوغ كوغار وثلاثة زوارق سريعة والعديد من معدات الاستطلاع والاعتراض والاتصال تبلغ قيمتها ثلاثة مليارات دولار قدمتها العربية السعودية.
ومساء الاثنين، وصل لودريان الى بيروت، في زيارة رسمية للبنان، حيث كان في استقباله مقبل على أرض مطار رفيق الحريري الدولي الى جانب سفير فرنسا باتريس باولي وعدد من أركان السفارة.
من جهته، نوّه مقبل بزيارة نظيره الفرنسي الى بيروت معتبراً انها "تبرز اهتمام الجمهورية الفرنسية للبنان في هذه المرحلة التي نمر بها".
وبعد ان قدم الشكر الى المملكة العربية السعودية والرئيس السابق ميشال سليمان الذي "سعى الى تسليح الجيش ودعمه"، قدّر وزير الدفاع جهود المبادرين في تسليح الجيش وفي مقدمهم الولايات المتحدة الاميركية.
كذلك، اعتبر ان "انتصار لبنان في مواجهة الارهاب يعتبر انتصارا لكل الدول المهددة من قبل الارهاب".
ويخوض الجيش معارك شبه يومية ضد التنظيمات الارهابية التي تتحرك في الجرود وعلى المناطق الحدودية.
اما عن قبول الهبة الايرانية التي اعلن عنها الامين العام لمجلي الامن القومي الايراني علي شمخاني في 30 ايلول الفائت، أكد مقبل ان "الجيش اللبناني مستعد لقبول أي منحة غير مشروطة من قبل أي بلد"، غير انه اوضح من جهة اخرى الى ان الموضوع "مرهوناً بموافقة مجلس الوزراء وكذلك برفع مجلس الامن الحظر عن طهران".
وتأتي صفقة السلاح هذه في خضم توتر في المنطقة التي تشهد صراعا مفتوحا بين العربية السعودية وايران المتورطة في النزاع السوري الذي يتخوف لبنان من انتقاله الى اراضيها.
يشار الى ان قوى 14 اذار وفي مقدمها رئيس تيار "المستقبل" سعد الحريري، ترفض هذه الهبة الايرانية بحجة ان قرارات لمجلس الامن الدولي تتصل بالحظر المفروض على الاسلحة الايرانية ستحرج لبنان مع المجتمع الدولي.
ويلحظ القراران الدوليان 1747 و1929 حظرا على الاسلحة الايرانية لاجبار طهران على وقف برنامجها لتخصيب اليورانيوم.
وفي وقتٍ لاحق، اكد قائد الجيش جان قهوجي ان "الاسلحة الفرنسية هي من ضمن احتياجات الجيش في لبنان لهذه المرحلة وضرورية لطبيعة المواجهات".
وقال السفير السعودي علي عواض عسيري لوكالة فرانس برس على هامش حفل تسليم الاسلحة "يواجه لبنان اليوم تحديات اكثر من اي وقت مضى وهذا ما جعل المملكة (...) تقدم هذه الهبة التي ستدعم الجيش اللبناني والشرعية في لبنان".
واضاف "هذا الدعم يأتي لجيش شرعي يؤمن الاستقرار في ظل ظروف وتحديات يواجهها لبنان امنيا".
ويبلغ عديد الجيش اللبناني نحو 70 الف عنصر، لكنه يعاني من تقادم عتاده ومن نقص كبير في الاسلحة والذخائر.
وفي نهاية كانون الاول 2013، التزمت السعودية منح ثلاثة مليارات دولار للجيش على ان تستخدم في تزويده اسلحة فرنسية، كما أعلنت الرياض مساعدة اضافية بقيمة مليار دولار للجيش للسماح له بشراء اسلحة وخصوصا بعد المواجهات العنيفة التي خاضها في بلدة عرسال مع مسلحي "جبهة النصرة" وتنظيم "الدولة الاسلامية".
وفي آب الفائت، اعلن رئيس تيار "المستقبل" سعد الحريري عن تقديم السعودية هبة بقيمة مليار دولار إلى الجيش والقوى الأمنية لغرض "مواجهة الإرهاب".

This aid is more symbolic than it is helpful. Saudis wants Lebanon to know that they control the army with a few ammo crates.

The Rafales are nowhere near the top of the list of what the army needs. I am confident that the army can better decide on priorities. $3 billion is a relatively small amount considering the need of the army to meet existing challenges.

Lebanon could not afford to keep the mirage 3 and had to sell them. In this package deal, lebanon will receive super tucano planes that are well adapted to the army's need and budget capacity. the issue here as eagledawn has pointed it, is that you have time and time argued that neither the arms nor the money will reach the army unless m14 imposes its political will on this country.
you may notice though that m14 is not trying to impose its will on this country on the contrary of M8 who has time and time blocked the public institutions to achieve its supremacy on the lebanese politics.

These news are music to me ears, but I have noticed that it is cacophony to those who still prioritize the different militias for rent in Lebanon. The Lebanese Army is showing that when given the means, it can deliver, and today Lebanon is getting safer by the day. By default this newfound strength is weakening the very argument of militia owners and their partisans, so much so that their network of yellow trolls have re-busied themselves with thumbing people down. But such thumbing down so virulently means one thing, that things are finally being done right in this country. By the will of God, our army will get stronger day by day to the point where and when the state's will, will no longer be contested by anyone it may be. God is great, the Lebanese Army is great, Lebanon is great!!!

Hizb invited Nusra and IS into Lebanon through their interference in Syria, and then when they killed a few Nusra and IS people on the Lebanese border they go about telling us we should be thanking them because if it were not for them Nusra and IS would have been in M3amelten.

The Milan which France delivered yesterday , is not a lock & forget rocket ; the Launcher (Soldier) must aim and keep steady until the rocket hits the target.
The delivery was over hyped with a large propaganda , the Lebanese Army needs Ground to Air Missiles , Advance Tanks, and Automatic 155mm Artillery.
The Eurocopter Tiger (EC 665) is a relatively new attack helicopter ; which the Lebanese Army miss such type of attack Helicopters with advance locking system and night vision which can attack tourists gatherings in Mountains behind Rass-Ibalbeek Area.

I know this maybe late, but I think the Lebanese should ask the US to supply us with the A-10 Warthogs. These planes are PERFECT for fighting terrorism they can fly very low and have great success with air to ground combat. They would pose no threat to Israel's air defense so Israel lobby wouldn't mind this.
The US is getting ready to mothball these planes to make way for the F-35. It would be a perfect fit for both Lebanon and US.
