If Turkey is serious about negotiations , it would have done long time ago, but the money they receive from Qatar, SA and other players in the Syrian conflict, is greater than stopping the war.
If they are serios in stopping the massacre, stop arming and supporting the many many types of jihadist and other fighters entering Syria from Turkey

Rejoice, March 14. We used to have one empire, the US, pushing everybody around with nobody actually moving (go figure). Now, with Turkey also pushing a few around and nobody moving but itself, we have two successful empires.
