The shells are clearly from Regime stockpiles and the gas is from Regime stockpiles, supposedly the most guarded of all weapons by the Regime. Its "ace in the hole", its "just in case" weapons to be used only if warfare by conventional means is not going well.

@endless, get a copy of UN Security Council Resolution 1674. A regime does not have to be a signatory to the CWC in order to use chemical weapons on its people and in the process commit a crime against humanity. The UN has adopted in this resolution as well as in 1631 that preceded it the Responsibility to Protect doctrine that came out of the 2005 United Nations International Conference.
As long as Syrians are part of the human race, and they still are, the regime cannot find immunity from genocide by claiming that it is not part of the CWC treaty regime.
